The stalled initiative recovery playbook
A practical guide to diagnosing why an important initiative has lost momentum and resetting the conditions needed to move it forward.
Signs an initiative has stalled
- Status remains unclear across multiple reporting cycles
- Key decisions are repeatedly escalated without resolution
- Scope, timeline or funding no longer match the original commitment
- The sponsor is no longer actively participating in governance forums
Step 1. Diagnose the issue
- Review the original objective, scope, timeline and expected business outcome
- Identify the main blocker: scope, sponsorship, capacity, governance, capability or decision-making
- Review unresolved decisions, escalations and dependencies
- Confirm whether the initiative still supports a current strategic priority
Step 2. Reset the initiative
- Rewrite the outcome statement in one clear sentence
- Confirm the accountable executive and decision-making authority
- Define a 30-day recovery plan with clear actions, owners and checkpoints
- Clarify what is in scope, what is out of scope and what must change
Step 3. Execute the recovery
- Run a weekly recovery forum focused on decisions, blockers and progress
- Track actions, risks and decisions in a single visible place
- Support the delivery team with clarity before adding capacity
- Hold a 30-day decision point: continue, replan, pause or stop
When to stop instead of recover
- The outcome no longer supports a current strategic priority
- Recovery would require more effort than restarting the initiative
- No accountable executive is willing to own the reset
