The design question
A PMO is not a default. It is a design choice. The right design depends on the organization’s portfolio, execution capability, and governance needs. A PMO that remains unchanged while the organization evolves will eventually become a constraint instead of an enabler.
Design dimensions we work with
- Mandate. Supportive, enabling, or directive, depending on the organization’s governance model
- Scope. Program, business unit, portfolio, or enterprise
- Decision Authority. Advisory, governance, or delivery accountability
- Operating Model. Embedded within delivery teams, centralized, or a hybrid approach

Signals it is time to redesign
- Delivery teams bypass the PMO when important decisions need to be made
- The function is measured by reporting activity instead of the value it enables
- Executive priorities have evolved, but the PMO continues operating under the same mandate
