    Layer 01

    Strategy alignment

The layer that translates organizational strategy into prioritized initiatives, ensuring execution responds to business objectives and value generation.

    Role

Defines direction. Strategy converts business intent into a coherent set of initiatives that the rest of the system can govern, execute and measure.

    Structural elements

    • Strategic objectives explicitly defined and ownership assigned
    • Prioritized initiatives mapped to objectives
    • Roadmap with horizons and dependencies
    • Value and prioritization criteria (impact, capacity, risk, time-to-value)
    • Strategic backlog continuously curated
    • Business cases that justify investment and define expected value

    What good looks like

A single, agreed view of strategic priorities exists at any moment in time. Every active initiative can be traced back to a strategic objective. Decisions to start, pause or stop initiatives are made against value criteria, not opinion.

    Common failure modes

    • Strategy expressed only in slide decks, never translated to a portfolio
    • Initiatives launched on demand, with no link to objectives
    • Prioritization done implicitly by whoever shouts loudest
    • No mechanism to retire initiatives that no longer create value
